Narrative:

Flight was from atl to dab via J45 to omn then dab. There was an area of heavy thunderstorms west of craig and also to the southeast. On WX radar it appeared that J45 would be open south of craig with only minor deviations. However, when we got to craig we were not able to proceed on J45 due to the WX. We asked jax center if we could continue on to the southeast to get around the line of thunderstorms and were told we could. This was at FL240. As we were deviating we asked for and were given a descent in an attempt to get under the WX. At about this time we were also told to go no further than the omn 360 degree radial due to an active warning area. We were unable to comply with this restriction due to the WX extending further south than we expected. We were forced to continue on which took us into the warning area. We squawked 7700 and were then low enough to proceed direct to omn. If we had been advised the warning area was only 'hot' to FL230 we could have stayed at that altitude and continued our deviation. Instead we were advised of the 360 degree radial restriction well into our deviation and descent but due to our proximity to the WX we were already committed to our southeast deviation.

Title: FLC OF MLG AT FL240 HEMMED IN BY TSTM HAD TO ENTER WARNING AREA TO AVOID THE TSTM, SQUAWKED 7700 AND PROCEEDED WHILE DSNDING PER CLRNC. LATER WAS ADVISED THEY WOULD HAVE AVOIDED THE HOT AREA HAD THEY STAYED AT FL240.

ON WX RADAR IT APPEARED THAT J45 WOULD BE OPEN S OF CRAIG WITH ONLY MINOR DEVS. HOWEVER, WHEN WE GOT TO CRAIG WE WERE NOT ABLE TO PROCEED ON J45 DUE TO THE WX. WE ASKED JAX CENTER IF WE COULD CONTINUE ON TO THE SE TO GET AROUND THE LINE OF TSTMS AND WERE TOLD WE COULD. THIS WAS AT FL240. AS WE WERE DEVIATING WE ASKED FOR AND WERE GIVEN A DSCNT IN AN ATTEMPT TO GET UNDER THE WX. AT ABOUT THIS TIME WE WERE ALSO TOLD TO GO NO FURTHER THAN THE OMN 360 DEG RADIAL DUE TO AN ACTIVE WARNING AREA. WE WERE UNABLE TO COMPLY WITH THIS RESTRICTION DUE TO THE WX EXTENDING FURTHER S THAN WE EXPECTED. WE WERE FORCED TO CONTINUE ON WHICH TOOK US INTO THE WARNING AREA. WE SQUAWKED 7700 AND WERE THEN LOW ENOUGH TO PROCEED DIRECT TO OMN. IF WE HAD BEEN ADVISED THE WARNING AREA WAS ONLY 'HOT' TO FL230 WE COULD HAVE STAYED AT THAT ALT AND CONTINUED OUR DEV. INSTEAD WE WERE ADVISED OF THE 360 DEG RADIAL RESTRICTION WELL INTO OUR DEV AND DSCNT BUT DUE TO OUR PROX TO THE WX WE WERE ALREADY COMMITTED TO OUR SE DEV.
