Narrative:

Subject: near miss, use of TCAS, RA with altitude diversion. Level flight 10000 ft at 250 KTS. TCAS very good, but in approach vectoring phase too great a task environment to constantly monitor TCAS when other critical duties, radio calls, fls tuning, checklists, etc, demands are excessive in the time constraints. ATC not helpful, since event occurred, then we advised ATC of our TCAS RA and a plus 800 ft altitude diversion to miss conflicting traffic. Syr approach said he advised us that traffic at 9500 ft. We did not receive same nor did we acknowledge same approach seemed nonchalant since he 'advised' us of traffic, but TCAS indicated - O2 on collision course and TCAS RA taken. It is presumed that traffic may have been assigned 9500 ft, but may have actually been maneuvering vertically. What training does ATC have for controllers concerning TCAS?
