Narrative:

I'm writing to report the deterioration of a major airport, which I believe qualifies as a safety problem. The accompanying airport layout shows closed portioned (red) areas with weight restrictions (green) and caution areas (blue). Closures: taxiway a has been closed for more than a yr. Taxiway B, south parallel to main runway, closed from B4- B3 and between taxiways G and F since november 1990. There are no repairs for any of these areas in progress or publicly announced. Restrictions: C3 intersection into ramp, 50000 pounds or less. Runway 5-23 and taxiway G, south of 28L- 10R, 30000 pounds or less. B3-B2 for over 15 yrs has had restriction of 30000 pounds single, 60000 pounds tandem wheels. Pilot also reports that taxiway D and portions of east cargo ramp also need repair. No upgrades for restrictions in progress or publicly announced. Only work planned is to repair holes in cargo ramp. Caution: east terminal ramp is unlighted and difficult to navigation during darkness. Described by pilots as a 'black hole'. No work in progress or publicly announced. Warning: on top of these movement area problems, we also have a widebody transport operation about 3 times per week that causes havoc with the main runway. While the arrival creates no problems, the departure of the widebody transport forces the city to close 28L-10R in order to clean off the debris. This operation takes anywhere from 20 mins to 2 hours, depending on the amount of debris and the efficiency of the sweeping crew. During this time, pilots must use a shorter runway 28R-10L (6000 ft) with only a back course approach available for 28R. No work in progress for runway shoulders. Safety advice for pilots arriving cmh: try not to arrive anytime soon after widebody transport departs and once you are on the ground pay close attention to the ground controller. Callback conversation with reporter revealed the following information. Reporter experience 30 yrs radar and non radar. The reporter stated this problem has been brought to facility management attention many times. Standard answer is the airport management is working on it. Reporter feels the airport management is holding off on repair's and trying to get the airlines to pay for them.

CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. RPTR EXPERIENCE 30 YRS RADAR AND NON RADAR. THE RPTR STATED THIS PROBLEM HAS BEEN BROUGHT TO FACILITY MGMNT ATTN MANY TIMES. STANDARD ANSWER IS THE ARPT MGMNT IS WORKING ON IT. RPTR FEELS THE ARPT MGMNT IS HOLDING OFF ON REPAIR'S AND TRYING TO GET THE AIRLINES TO PAY FOR THEM.
