Narrative:

While leaving FL390 for FL450 in an attempt to clear a line of thunderstorms, the right engine flamed out. We reported the flameout to ATC, had to descend to FL250 to relight. We also had to deviate considerable due to our descent. We were level at FL190, and given a turn to 150 degrees. I began a descent to FL150 in error. At 300' below FL190, the copilot said we weren't cleared down, so I added power, back up to FL190. Lady on center said our mode C showed 500' low. Taking a short 'mental rest' following an engine flameout and the associated stress likely contributed.
