Narrative:

Runways 02/20 at 3g3 are 3536' X 75' wide. I was not notified that these runways were closed for crack sealing by FSS NOTAM. Upon arrival over 3g3, it was apparent a truck and automatic were on the active (02) runway. I called downwind, base and final on approach to 02, but the vehs did not vacate the runway. Upon executing a missed approach and balked landing, I again circled the pattern and noticed the vehs leaving the runway environment. Again, after calling downwind, base and final, I approached and landed west/O incident. Upon stopped for fuel, one of the workers walked up to advise me that the runway was closed and marked with 'X's.' I advised him they were not visible from the air and did not obscure the numeral '#2' at the approach end of the runway. I later walked to the threshold and there was an 'X' pattern of dull yellow painted plywood laying there. I advised the employee that the 'X' as placed was not visible from the pattern altitude and advised he should have it enlarged and painted bright yellow, and obscure the end #south of it was to be effective. He advised the airport manager was the one I should talk to, so I relayed the same message to the refueler, who advised the city was the responsible party. Both individuals abdicated their responsibility and did not move to fix the situation. Before departure (from runway 28) I measured the 'X' at the approach end of 02. The dimensions are below. Also, the unicom radio was turned off by operator before she left, so nobody at the field heard my callouts. Recommend: closed runway markings be sufficiently large as to be visible while in the pattern. FSS be advised of closing (they may have been, but the briefing did not include it). If unicom is available it should be on, especially when work affecting aircraft safety is in progress at the field. There were no safety infractions, as the vehs and men had vacated the runway before T/D.

Title: PLT OF SMA LANDED ON CLOSED RWY.

HE ADVISED THE ARPT MGR WAS THE ONE I SHOULD TALK TO, SO I RELAYED THE SAME MESSAGE TO THE REFUELER, WHO ADVISED THE CITY WAS THE RESPONSIBLE PARTY. BOTH INDIVIDUALS ABDICATED THEIR RESPONSIBILITY AND DID NOT MOVE TO FIX THE SITUATION. BEFORE DEP (FROM RWY 28) I MEASURED THE 'X' AT THE APCH END OF 02. THE DIMENSIONS ARE BELOW. ALSO, THE UNICOM RADIO WAS TURNED OFF BY OPERATOR BEFORE SHE LEFT, SO NOBODY AT THE FIELD HEARD MY CALLOUTS. RECOMMEND: CLOSED RWY MARKINGS BE SUFFICIENTLY LARGE AS TO BE VISIBLE WHILE IN THE PATTERN. FSS BE ADVISED OF CLOSING (THEY MAY HAVE BEEN, BUT THE BRIEFING DID NOT INCLUDE IT). IF UNICOM IS AVAILABLE IT SHOULD BE ON, ESPECIALLY WHEN WORK AFFECTING ACFT SAFETY IS IN PROGRESS AT THE FIELD. THERE WERE NO SAFETY INFRACTIONS, AS THE VEHS AND MEN HAD VACATED THE RWY BEFORE T/D.
