Narrative:

While navigation around thunderstorms IMC we broke out just as the localizer came alive. As we rolled out on the localizer it suddenly slammed full scale left at which time I saw it was not mia but opa. Locka airport. The controller had cleared us for the visibility. My first officer had called airport in sight (wrong one). This has happened before. The localizer frequency must be too close and should be flight tested to see why with ILS 9 left at miami in the navigation receiver the needle comes alive with no off flags showing.

THE LOC FREQ MUST BE TOO CLOSE AND SHOULD BE FLT TESTED TO SEE WHY WITH ILS 9 L AT MIAMI IN THE NAV RECEIVER THE NEEDLE COMES ALIVE WITH NO OFF FLAGS SHOWING.
