WX brief before takeoff showed winds aloft to be as high as 80 KTS at FL410. True winds during flight reached 125-130 KTS headwind comp. During descent into burbank, ca, on STAR...pilot decided to cancel IFR flight plan and proceed to fox airport VFR to refuel. Landing uneventful. After refueling, aircraft/crew/passenger continued on to destination.
