Large transport X is an iad departure eastbound to phl. Medium large transport Y is a bwi departure wbound. Large transport X mode C observed leaving 10100. Medium large transport Y climbed earlier to 10000 but only observed through 8900. After large transport X went through 10100 medium large transport Y was reissued 10000.

Narrative: LGT X IS AN IAD DEP EBOUND TO PHL. MLG Y IS A BWI DEP WBOUND. LGT X MODE C OBSERVED LEAVING 10100. MLG Y CLBED EARLIER TO 10000 BUT ONLY OBSERVED THROUGH 8900. AFTER LGT X WENT THROUGH 10100 MLG Y WAS REISSUED 10000.
