Narrative:

Upon arrival at clt, the flaps failed in the up position and we made a no flap landing. The landing was uneventful. We taxied to the FBO and I got out the aircraft flight manual, because I knew the aircraft was certified for a no flap takeoff. I was in a hurry because I wanted to have my decision made before the passenger arrived. I started reading the 'intro' section, but I skipped to the 'limitations' right away. I sent 2 of our passenger home on the airlines and allowed the rest to remain on the aircraft, because that would put us under the 17000# weight limit. We made a 0 flap takeoff and arrived in toledo, oh, our home base, west/O any problem. After arrival, another pilot told me that I had not properly read the manual. I looked again and saw I had acted in haste and had not followed the flight manual. The aircraft requires a ferry permit and cannot carry passenger when making a 0 flap takeoff. The lesson for me was to slow down and read the manual; but more than that, to make sure I understand what I am reading.

Title: CPR LTT MADE A PASSENGER FLT IN AN LTT THAT SHOULD HAVE BEEN RESTRICTED TO A FERRY FLT BECAUSE A 0 FLAP TKOF HAD TO BE MADE.

Narrative: UPON ARR AT CLT, THE FLAPS FAILED IN THE UP POS AND WE MADE A NO FLAP LNDG. THE LNDG WAS UNEVENTFUL. WE TAXIED TO THE FBO AND I GOT OUT THE ACFT FLT MANUAL, BECAUSE I KNEW THE ACFT WAS CERTIFIED FOR A NO FLAP TKOF. I WAS IN A HURRY BECAUSE I WANTED TO HAVE MY DECISION MADE BEFORE THE PAX ARRIVED. I STARTED READING THE 'INTRO' SECTION, BUT I SKIPPED TO THE 'LIMITATIONS' RIGHT AWAY. I SENT 2 OF OUR PAX HOME ON THE AIRLINES AND ALLOWED THE REST TO REMAIN ON THE ACFT, BECAUSE THAT WOULD PUT US UNDER THE 17000# WT LIMIT. WE MADE A 0 FLAP TKOF AND ARRIVED IN TOLEDO, OH, OUR HOME BASE, W/O ANY PROB. AFTER ARR, ANOTHER PLT TOLD ME THAT I HAD NOT PROPERLY READ THE MANUAL. I LOOKED AGAIN AND SAW I HAD ACTED IN HASTE AND HAD NOT FOLLOWED THE FLT MANUAL. THE ACFT REQUIRES A FERRY PERMIT AND CANNOT CARRY PAX WHEN MAKING A 0 FLAP TKOF. THE LESSON FOR ME WAS TO SLOW DOWN AND READ THE MANUAL; BUT MORE THAN THAT, TO MAKE SURE I UNDERSTAND WHAT I AM READING.
