Narrative:

I'm concerned about the G/south on the ILS to runway 29 at sdf. I feel there is a higher than normal risk of a hard landing or an overshoot on this runway. The G/south is currently out of service and has been out along with the approach light system for a considerable amount of time during the past few yrs. This has mostly been due to highway construction adjacent to the airport. They are now beginning a very large expansion of the louisville airport during which I expect the ILS or G/south to runway 29 will probably be OTS quite a bit over the next 4-5 yrs. Runway 29 is the preferred noise abatement runway for lndgs here and we have a high volume of turbojet traffic, especially at night, landing on it. In the heavy transport outer normal conditions, this runway feels like its only about 6000' long when you're landing at night. With the G/south out many of our crews, myself included, request the longer runway (1-19). We hate to have to do that since it is noise sensitive, but runway 29 is just too uncomfortable under these conditions. I would recommend installing a VASI on runway 29. It would make both day and night lndgs more acceptable to us. It would also help the local officials deal with the citizens as there is quite a battle between them about noise and the airport expansion going on. Also, with the runway 29 G/south OTS the approach controllers are clearing flts for an 'ILS approach to runway 29.' the ILS is notamed out but the controllers seem a little slow to remind crews about it. Those of us who use it everyday are aware of the situation but I'm concerned an unfamiliar crew may get into trouble with this procedure.

Title: COMPLAINT OF DIFFICULTY LNDG ON SHORT RWY WITH NO VASI AND GLIDE SLOPE OUT OF SERVICE.

Narrative: I'M CONCERNED ABOUT THE G/S ON THE ILS TO RWY 29 AT SDF. I FEEL THERE IS A HIGHER THAN NORMAL RISK OF A HARD LNDG OR AN OVERSHOOT ON THIS RWY. THIS HAS MOSTLY BEEN DUE TO HIGHWAY CONSTRUCTION ADJACENT TO THE ARPT. THEY ARE NOW BEGINNING A VERY LARGE EXPANSION OF THE LOUISVILLE ARPT DURING WHICH I EXPECT THE ILS OR G/S TO RWY 29 WILL PROBABLY BE OTS QUITE A BIT OVER THE NEXT 4-5 YRS. RWY 29 IS THE PREFERRED NOISE ABATEMENT RWY FOR LNDGS HERE AND WE HAVE A HIGH VOLUME OF TURBOJET TFC, ESPECIALLY AT NIGHT, LNDG ON IT. WE HATE TO HAVE TO DO THAT SINCE IT IS NOISE SENSITIVE, BUT RWY 29 IS JUST TOO UNCOMFORTABLE UNDER THESE CONDITIONS. I WOULD RECOMMEND INSTALLING A VASI ON RWY 29. IT WOULD MAKE BOTH DAY AND NIGHT LNDGS MORE ACCEPTABLE TO US. IT WOULD ALSO HELP THE LCL OFFICIALS DEAL WITH THE CITIZENS AS THERE IS QUITE A BATTLE BTWN THEM ABOUT NOISE AND THE ARPT EXPANSION GOING ON. ALSO, WITH THE RWY 29 G/S OTS THE APCH CTLRS ARE CLRING FLTS FOR AN 'ILS APCH TO RWY 29.' THE ILS IS NOTAMED OUT BUT THE CTLRS SEEM A LITTLE SLOW TO REMIND CREWS ABOUT IT. THOSE OF US WHO USE IT EVERYDAY ARE AWARE OF THE SITUATION BUT I'M CONCERNED AN UNFAMILIAR CREW MAY GET INTO TROUBLE WITH THIS PROC.
