Narrative:

I was working the local control position at westchester county airport. I had small aircraft Y and small aircraft Z in right close traffic to runway 29 making touch and goes and numerous arrival/departure on runway 16. I cleared small aircraft Y for a touch and go runway 29. About 2 mins later I cleared the second small aircraft Z for a touch and go runway 29. As small aircraft Y started to lift off corp jet X crossed runway 29 at taxiway tango right in front of him. The pilot of small aircraft Y then stated 'that wasn't so good'. About 1 min later the pilot of small aircraft Y asked me if we had crossed that corp jet in front of him. I replied no. He then stated 'that was just a little too close'. After reviewing the tape we discovered in fact ground control had instructed corp X to hold short of runway 11 on taxiway tango. My best estimate and that of the pilot of small aircraft Y is that he passed about 30 ft over the top of aircraft X. The pilot of Y also later explained to me that the student only had 1/2 power on the plane so that even complicated it more. Supplemental information from acn 180550: corp jet X called westchester ground for taxi. I instructed X 'runway 16 hold short of runway 11 on taxiway tango'. X acknowledged his instruction with a readback of short of 11 on tango to 16 (identify). I then continued working ground control and approximately 2 mins later I observed corp jet X in the process of crossing the runway he was instructed to hold short of. At the same time I observed an aircraft departing runway 29 on a touch and go. To my best estimate I would say the small aircraft Y departing runway 29 passed about 30 ft over the top of corp X.

I CLRED SMA Y FOR A TOUCH AND GO RWY 29. ABOUT 2 MINS LATER I CLRED THE SECOND SMA Z FOR A TOUCH AND GO RWY 29. AS SMA Y STARTED TO LIFT OFF CORP JET X CROSSED RWY 29 AT TAXIWAY TANGO RIGHT IN FRONT OF HIM. THE PLT OF SMA Y THEN STATED 'THAT WASN'T SO GOOD'. ABOUT 1 MIN LATER THE PLT OF SMA Y ASKED ME IF WE HAD CROSSED THAT CORP JET IN FRONT OF HIM. I REPLIED NO. HE THEN STATED 'THAT WAS JUST A LITTLE TOO CLOSE'. AFTER REVIEWING THE TAPE WE DISCOVERED IN FACT GND CTL HAD INSTRUCTED CORP X TO HOLD SHORT OF RWY 11 ON TAXIWAY TANGO. MY BEST ESTIMATE AND THAT OF THE PLT OF SMA Y IS THAT HE PASSED ABOUT 30 FT OVER THE TOP OF ACFT X. THE PLT OF Y ALSO LATER EXPLAINED TO ME THAT THE STUDENT ONLY HAD 1/2 PWR ON THE PLANE SO THAT EVEN COMPLICATED IT MORE. SUPPLEMENTAL INFO FROM ACN 180550: CORP JET X CALLED WESTCHESTER GND FOR TAXI. I INSTRUCTED X 'RWY 16 HOLD SHORT OF RWY 11 ON TAXIWAY TANGO'. X ACKNOWLEDGED HIS INSTRUCTION WITH A READBACK OF SHORT OF 11 ON TANGO TO 16 (IDENT). I THEN CONTINUED WORKING GND CTL AND APPROX 2 MINS LATER I OBSERVED CORP JET X IN THE PROCESS OF XING THE RWY HE WAS INSTRUCTED TO HOLD SHORT OF. AT THE SAME TIME I OBSERVED AN ACFT DEPARTING RWY 29 ON A TOUCH AND GO. TO MY BEST ESTIMATE I WOULD SAY THE SMA Y DEPARTING RWY 29 PASSED ABOUT 30 FT OVER THE TOP OF CORP X.
