Narrative:

Frankfurt tower cleared flight into position to hold on runway 07L. Clearance was acknowledged and read back. Aircraft was then taxied onto departure end of runway 07L. Approximately 2-3 min later frankfurt tower advised us the clearance was to taxi into position 07L behind landing aircraft Y on 6 NM final. If the line up restriction was in the original clearance it was missed by the 3 crew members monitoring the frequency. The first officer read back the clearance 'taxi into position runway 07L and hold.' frankfurt tower did not correct the readback. European tower facs routinely clear aircraft into position on the runway behind landing aircraft. Usually this occurs with aircraft on short final and clearly visible. In this case prior to taking the runway, the crew visly checked the final approach course and ascertained it was clear. Aircraft on 6 mi final was not in sight. This type of situation has potential for an accident and should be stopped.

Title: ACR WDB FLC GETS CLRNC TO TAXI INTO POSITION IN FRONT OF LNDG TRAFFIC AT FRA.

Narrative: FRANKFURT TWR CLRED FLT INTO POS TO HOLD ON RWY 07L. CLRNC WAS ACKNOWLEDGED AND READ BACK. ACFT WAS THEN TAXIED ONTO DEP END OF RWY 07L. APPROX 2-3 MIN LATER FRANKFURT TWR ADVISED US THE CLRNC WAS TO TAXI INTO POS 07L BEHIND LNDG ACFT Y ON 6 NM FINAL. IF THE LINE UP RESTRICTION WAS IN THE ORIGINAL CLRNC IT WAS MISSED BY THE 3 CREW MEMBERS MONITORING THE FREQ. THE F/O READ BACK THE CLRNC 'TAXI INTO POS RWY 07L AND HOLD.' FRANKFURT TWR DID NOT CORRECT THE READBACK. EUROPEAN TWR FACS ROUTINELY CLR ACFT INTO POS ON THE RWY BEHIND LNDG ACFT. USUALLY THIS OCCURS WITH ACFT ON SHORT FINAL AND CLRLY VISIBLE. IN THIS CASE PRIOR TO TAKING THE RWY, THE CREW VISLY CHKED THE FINAL APCH COURSE AND ASCERTAINED IT WAS CLR. ACFT ON 6 MI FINAL WAS NOT IN SIGHT. THIS TYPE OF SITUATION HAS POTENTIAL FOR AN ACCIDENT AND SHOULD BE STOPPED.
