Narrative:

I called flight service, listened to recorded observations, forecast WX, and then held for a briefer. The automatic system switched me to the altoona FSS. I further inquired about WX in the bwi/dca direct shenandoah valley and chesapeake bay (local areas). I was not advised of any NOTAM for the local area. Departing hays field there was little traffic on bwi 128.7 or 119.7. I remained south of the TCA at 1100', my route (preferred by bwi TRACON over the past 16 yrs) south of ft meade, then to lee, then I headed for annapolis town center and harbor. There was not a single plane in the entire area. There was only one transmission from bwi approach to a commercial jet north of the city. Upon reaching annapolis I slowed to 75 KTS, and did a wide right 60 degree around the city docks. After rolling out eastbound over the severn river, abeam the naval academy a single fgt suddenly appeared off my right wing. He was slow, started a smoke trail briefly, and then departed southeast. To say I was stunned, would be an understatment. Immediately, cautiously, I began a left turn out over the bay around the radio towers shore and upon reaching the bay bridge headed east across the bay departing the area as fast as possible. Upon landing at bay bridge airport, I was advised there was a phone call for me. The FAA inspector stated I was 'observed over annapolis' in restr airspace. I explained I called FSS, received no NOTAM, nor was one posted at the hays field office. Nor had there been any notice of the upcoming air show at bay bridge, which usually is the case. There was a notice at bay bridge that clearly, if I knew, I would not have been there. Thinking of how dangerous this could have been, (although I realized later he intercepted me like a adioz intercept in the movies). I called flight service upon returning home. I talked with me X of leesburg FSS. I explained the events herein described. He tapped into his computer with my home base code MD24 and route to smu, bay bridge, and etc. He said something was strange he was not getting the NOTAM either! He discovered the NOTAM only came up if bay bridge (W29) or lee (anp) as the departure airport. Only these two airports. He thanked me for bringing this computer glitch to his attention, saying clearly my incident was as much FSS' fault for it as mine. He further stated he was going to show his supervisor the computer problem immediately and if the FAA wanted verification of either of my FSS contacts they should call him. Mr X further stated that they, leesburg FSS, were advising all pilots all day about the 'airspace avoidance advisory' not restr area, and if I had reached leesburg rather than altoona I would have known. The FAA inspector did admit that sat was 'arrival day'. Callback conversation with reporter revealed the following information. Reporter states the FAA gave him a bad time for a while, but has finally sent a letter indicating they have decided there is no violation. States he was at bay bridge airport the previous week and there was no notice of advisory nor was there any at his home airport. Most unusual when such activity is coming up. This military team flight was in honor of the naval academy graduation. Area involved in advisory was a 5 NM radius up to 15000'.

THINKING OF HOW DANGEROUS THIS COULD HAVE BEEN, (ALTHOUGH I REALIZED LATER HE INTERCEPTED ME LIKE A ADIOZ INTERCEPT IN THE MOVIES). I CALLED FLT SVC UPON RETURNING HOME. RPTR STATES THE FAA GAVE HIM A BAD TIME FOR A WHILE, BUT HAS FINALLY SENT A LETTER INDICATING THEY HAVE DECIDED THERE IS NO VIOLATION. STATES HE WAS AT BAY BRIDGE ARPT THE PREVIOUS WK AND THERE WAS NO NOTICE OF ADVISORY NOR WAS THERE ANY AT HIS HOME ARPT. MOST UNUSUAL WHEN SUCH ACTIVITY IS COMING UP. THIS MIL TEAM FLT WAS IN HONOR OF THE NAVAL ACADEMY GRADUATION. AREA INVOLVED IN ADVISORY WAS A 5 NM RADIUS UP TO 15000'.
