Narrative:

Small aircraft X was descending to 10000' to miss traffic at 11000'. Descending to 10000' was coordinated with gsb approach, but not with ilm approach. As the aircraft was coming out of 10800', I was on the handoff line coordinating lower with ilm tower. They approved descending to 5000'. Apparently the aircraft entered their airspace prior to the handoff being taken and the supervisor wrote them up as a system deviation.
