Narrative:
Departure aircraft was slow climbing on assigned departure heading 030 degrees. Sector was busy with additional workload 30-40 mi southeast of airport. Aircraft was assigned climb to 5000' on initial contact. Westbound traffic was slow climbing to 4000' 11 mi north of balance, working a different sector. The problem was discovered during san of sector prior to C/a sounding. I issued traffic and instructed aircraft to descend and maintain 3000' and turn right to heading 180 degrees. Contributing factors: hot day with 2 poor climbing aircraft, sector workload to the southeast and frequency congestion.

Narrative: DEP ACFT WAS SLOW CLBING ON ASSIGNED DEP HDG 030 DEGS. SECTOR WAS BUSY WITH ADDITIONAL WORKLOAD 30-40 MI SE OF ARPT. ACFT WAS ASSIGNED CLB TO 5000' ON INITIAL CONTACT.
