Narrative:

We were doing a quick turn from dca-isp-dca in isp with approximately 10 mins on the ground. After parking and completing the shut down checklist, I filled out the aircraft log book and did my preflight inspection. On my walkaround, I noticed the fueler looking up to the power. As I got to the other side of the aircraft, the passenger began boarding and I had to wait a bit to get to the cockpit to complete my preflight duties. I got up front, called for our clearance. The captain came into the cockpit from operations getting the dispatch release, and we did the before start checklist. When we get to the 'fuel' item on the checklist, we noticed by the caution panel light that the fueler was still fueling. We made note of that and continued with the checklist. As we taxied out, ground told us to call the company and the company informed us the fueler had not completed the fuel order. We returned to the gate for the last of the fuel order. It seems we got into a rush to get the flight out on time and being tied up in paperwork (i.e., dispatch release, load manifest) we rushed through the checklist not using it properly. When the fueler disconnected because the truck ran out of fuel, the ground marshall cleared us to start. The 'fuel' never appears on the checklist after the before start items.

Title: ACR MDT LEFT THE GATE WITH IMPROPER FUEL LOAD. COMPANY CALLED THEM BACK TO THE GATE TO COMPLETE FUELING.

Narrative: WE WERE DOING A QUICK TURN FROM DCA-ISP-DCA IN ISP WITH APPROX 10 MINS ON THE GND. AS I GOT TO THE OTHER SIDE OF THE ACFT, THE PAX BEGAN BOARDING AND I HAD TO WAIT A BIT TO GET TO THE COCKPIT TO COMPLETE MY PREFLT DUTIES. I GOT UP FRONT, CALLED FOR OUR CLRNC. THE CAPT CAME INTO THE COCKPIT FROM OPS GETTING THE DISPATCH RELEASE, AND WE DID THE BEFORE START CHKLIST. WHEN WE GET TO THE 'FUEL' ITEM ON THE CHKLIST, WE NOTICED BY THE CAUTION PANEL LIGHT THAT THE FUELER WAS STILL FUELING. WE MADE NOTE OF THAT AND CONTINUED WITH THE CHKLIST. AS WE TAXIED OUT, GND TOLD US TO CALL THE COMPANY AND THE COMPANY INFORMED US THE FUELER HAD NOT COMPLETED THE FUEL ORDER. WE RETURNED TO THE GATE FOR THE LAST OF THE FUEL ORDER. IT SEEMS WE GOT INTO A RUSH TO GET THE FLT OUT ON TIME AND BEING TIED UP IN PAPERWORK (I.E., DISPATCH RELEASE, LOAD MANIFEST) WE RUSHED THROUGH THE CHKLIST NOT USING IT PROPERLY. WHEN THE FUELER DISCONNECTED BECAUSE THE TRUCK RAN OUT OF FUEL, THE GND MARSHALL CLRED US TO START. THE 'FUEL' NEVER APPEARS ON THE CHKLIST AFTER THE BEFORE START ITEMS.
