Narrative:

After dropping jumpers I put the gear switch to down. The indicator light for up went out and the down light never came on. I recycled the switch and could not get an up light either. All circuit breaker's were not tripped. I was unable using the flight manual recommended procedure to manually lower the main landing gear using the hand crank. Only 3-3 1/4 turns were able to be turned before the hand crank froze up. I cranked the gear partially back up and let it free fall several times, but I was never able to get more than 3-3 1/3 turns. I then called approach 123.9 and declared an emergency. Subsequently I landed on the east side of runway 17 between the runway and the taxiway in the dirt. I elected to land there to avoid runway closure and less chance of damage and sparks during landing. No one was injured, pilot or passenger.

Title: GA SMT GEAR UP LNDG FROM A PARACHUTE DROP FLT.

Narrative: AFTER DROPPING JUMPERS I PUT THE GEAR SWITCH TO DOWN. THE INDICATOR LIGHT FOR UP WENT OUT AND THE DOWN LIGHT NEVER CAME ON. I RECYCLED THE SWITCH AND COULD NOT GET AN UP LIGHT EITHER. ONLY 3-3 1/4 TURNS WERE ABLE TO BE TURNED BEFORE THE HAND CRANK FROZE UP. I CRANKED THE GEAR PARTIALLY BACK UP AND LET IT FREE FALL SEVERAL TIMES, BUT I WAS NEVER ABLE TO GET MORE THAN 3-3 1/3 TURNS. I THEN CALLED APCH 123.9 AND DECLARED AN EMER. SUBSEQUENTLY I LANDED ON THE E SIDE OF RWY 17 BTWN THE RWY AND THE TXWY IN THE DIRT. I ELECTED TO LAND THERE TO AVOID RWY CLOSURE AND LESS CHANCE OF DAMAGE AND SPARKS DURING LNDG. NO ONE WAS INJURED, PLT OR PAX.
