Narrative:

Air carrier X was inbound to abe. Air carrier X was cleared from 4000 down to 3000 ft. Air carrier X was 4 mi from the airport when unknown aircraft Y entered the air traffic area indicating 3500'. Air carrier X was alerted by TCAS to pull up. Air carrier X climbed to 4000. This then placed air carrier X nose to nose with an small transport Z also at 4000 and 3 mi. The TCAS resolution placed air carrier X into additional conflict.

Narrative: ACR X WAS INBOUND TO ABE. ACR X WAS CLRED FROM 4000 DOWN TO 3000 FT. ACR X WAS 4 MI FROM THE ARPT WHEN UNKNOWN ACFT Y ENTERED THE ATA INDICATING 3500'. ACR X WAS ALERTED BY TCAS TO PULL UP. ACR X CLBED TO 4000. THIS THEN PLACED ACR X NOSE TO NOSE WITH AN SMT Z ALSO AT 4000 AND 3 MI. THE TCAS RESOLUTION PLACED ACR X INTO ADDITIONAL CONFLICT.
