Narrative:

Had flown 1 hour with 3 takeoffs and lndgs the previous week. Planned to fly 1:15. Scheduled to fly with instrument again. Took off about xx local 5/sat/91. Practiced 1 standard takeoff and landing and 5 short and soft takeoffs and lndgs. Departed traffic to northwest to get in a couple of reference maneuvers. Headed north, did 2 circuits of '8's around pylons.' went back to get in 2 more lndgs. Entered downwind for weide runway 19. Winds were variable from the south. Set up for a short field landing. Had good G/south and good speed with power at 1500 RPM to clear the 'obstacle.' cleared the 'obstacle.' touched down hard. It felt like flaring for a landing 5' above the runway and then dropping in. The ELT went off, bleeding through the airport frequency. The aircraft pulled left. I got the direction under control and slowed to taxi speed. Told weide operations that I had a hard landing, it was my ELT going off and I was back-taxiing for termination. I turned around and taxied the aircraft to the hangar. Performed normal shutdown with engine runup. Upon exiting the aircraft I verified nose-down attitude of aircraft as well as noticed fuel flow form about the inspection drain. Went into the hangar and proceeded to notify local personnel (instrument, army flying activity manager) of the incident. A guardsman had already called the post fire department, due to the fuel flow. Army flying activity has had an investigation, labeled the incident a class D mishap, per army regulations and assigned me remedial instruction with another instrument. The mishap investigation committee thinks the aircraft stalled about 10' off ground.

Title: HARD LNDG, ACTIVATED ELT, CAUSED FUEL LEAK.

Narrative: HAD FLOWN 1 HR WITH 3 TKOFS AND LNDGS THE PREVIOUS WK. PLANNED TO FLY 1:15. SCHEDULED TO FLY WITH INSTR AGAIN. TOOK OFF ABOUT XX LCL 5/SAT/91. PRACTICED 1 STANDARD TKOF AND LNDG AND 5 SHORT AND SOFT TKOFS AND LNDGS. DEPARTED TFC TO NW TO GET IN A COUPLE OF REF MANEUVERS. HEADED N, DID 2 CIRCUITS OF '8'S AROUND PYLONS.' WENT BACK TO GET IN 2 MORE LNDGS. ENTERED DOWNWIND FOR WEIDE RWY 19. WINDS WERE VARIABLE FROM THE S. SET UP FOR A SHORT FIELD LNDG. HAD GOOD G/S AND GOOD SPD WITH PWR AT 1500 RPM TO CLR THE 'OBSTACLE.' CLRED THE 'OBSTACLE.' TOUCHED DOWN HARD. IT FELT LIKE FLARING FOR A LNDG 5' ABOVE THE RWY AND THEN DROPPING IN. THE ELT WENT OFF, BLEEDING THROUGH THE ARPT FREQ. THE ACFT PULLED LEFT. I GOT THE DIRECTION UNDER CTL AND SLOWED TO TAXI SPD. TOLD WEIDE OPS THAT I HAD A HARD LNDG, IT WAS MY ELT GOING OFF AND I WAS BACK-TAXIING FOR TERMINATION. I TURNED AROUND AND TAXIED THE ACFT TO THE HANGAR. PERFORMED NORMAL SHUTDOWN WITH ENG RUNUP. UPON EXITING THE ACFT I VERIFIED NOSE-DOWN ATTITUDE OF ACFT AS WELL AS NOTICED FUEL FLOW FORM ABOUT THE INSPECTION DRAIN. WENT INTO THE HANGAR AND PROCEEDED TO NOTIFY LCL PERSONNEL (INSTR, ARMY FLYING ACTIVITY MGR) OF THE INCIDENT. A GUARDSMAN HAD ALREADY CALLED THE POST FIRE DEPT, DUE TO THE FUEL FLOW. ARMY FLYING ACTIVITY HAS HAD AN INVESTIGATION, LABELED THE INCIDENT A CLASS D MISHAP, PER ARMY REGS AND ASSIGNED ME REMEDIAL INSTRUCTION WITH ANOTHER INSTR. THE MISHAP INVESTIGATION COMMITTEE THINKS THE ACFT STALLED ABOUT 10' OFF GND.
