Narrative:

ILS runway 25R at las was OTS due to construction. A non standard type of visibility approach aid was listed on the commercial chart, a plasi. The plasi was never visible, or we couldn't find it among the other lights, therefore it is useless. We had reviewed the operation using a plasi before the approach, so we were ready. During taxi-out on the next leg, at X am, ATIS listed numerous taxiway closings. After pushing off the north concourse we were cleared to runway 25L, 'exit the ramp at kilo and hold short of runway 25R.' a review of the commercial chart led us to believe after exiting the ramp at kilo, we would proceed east on alpha (the parallel) to the end of runway 25R and hold short. However, alpha east of kilo was closed! Ground then cleared us to cross runway 25R, 'just follow the green lights.' this was very confusing, because there were green high speed taxiway lights to the left, straight ahead, and I believe from the right. More confusing, the commercial airport chart shows that straight ahead is not an option--it's a taxiway under construction! After starting a left turn, ground coached us straight ahead and said, 'everybody has a problem with that one.' what a mess, and an accident waiting to happen. Also, no taxiway sign was visible for J or K. Callback conversation with air traffic manager at las revealed the following: called to discuss the airport taxi chart. He advised the taxi chart dated 3/91 is no longer current. There is a new taxi chart in existence which started on 6/1/91. He said all txwys have been renamed and new signs installed. The problems cited in the reporter's report no longer exist.

DURING TAXI-OUT ON THE NEXT LEG, AT X AM, ATIS LISTED NUMEROUS TXWY CLOSINGS. AFTER PUSHING OFF THE N CONCOURSE WE WERE CLRED TO RWY 25L, 'EXIT THE RAMP AT KILO AND HOLD SHORT OF RWY 25R.' A REVIEW OF THE COMMERCIAL CHART LED US TO BELIEVE AFTER EXITING THE RAMP AT KILO, WE WOULD PROCEED E ON ALPHA (THE PARALLEL) TO THE END OF RWY 25R AND HOLD SHORT. HOWEVER, ALPHA E OF KILO WAS CLOSED! GND THEN CLRED US TO CROSS RWY 25R, 'JUST FOLLOW THE GREEN LIGHTS.' THIS WAS VERY CONFUSING, BECAUSE THERE WERE GREEN HIGH SPD TXWY LIGHTS TO THE LEFT, STRAIGHT AHEAD, AND I BELIEVE FROM THE RIGHT. MORE CONFUSING, THE COMMERCIAL ARPT CHART SHOWS THAT STRAIGHT AHEAD IS NOT AN OPTION--IT'S A TXWY UNDER CONSTRUCTION! AFTER STARTING A LEFT TURN, GND COACHED US STRAIGHT AHEAD AND SAID, 'EVERYBODY HAS A PROB WITH THAT ONE.' WHAT A MESS, AND AN ACCIDENT WAITING TO HAPPEN. ALSO, NO TXWY SIGN WAS VISIBLE FOR J OR K. CALLBACK CONVERSATION WITH AIR TFC MGR AT LAS REVEALED THE FOLLOWING: CALLED TO DISCUSS THE ARPT TAXI CHART. HE ADVISED THE TAXI CHART DATED 3/91 IS NO LONGER CURRENT. THERE IS A NEW TAXI CHART IN EXISTENCE WHICH STARTED ON 6/1/91. HE SAID ALL TXWYS HAVE BEEN RENAMED AND NEW SIGNS INSTALLED. THE PROBS CITED IN THE RPTR'S RPT NO LONGER EXIST.
