Narrative:

Aircraft frequently cross north boundary of mettetal airport (joy rd) below the tops of passing vehicles on the roadway. Runway 18 has displaced threshold (approximately 500') which is regularly ignored. Actual approach end of runway 18 less than 10 yds from roadway (to pavement end of runway from edge of road pavement). I have observed this dangerous condition over several yrs and have brought it to the attention of the FBO more than 1 yr ago. At this time, there is still no warning or operation note posted at FBO operations office concerning this problem. Local aircraft, as well as transients, are observed flying too low over the road. I have been forced in the past to brake rapidly to slow my automatic to avoid aircraft in the flare over the roadway, though not in this instance. Pilots are not being informed or are ignoring this considerable danger to themselves, the community and the viability of the airport. This runway has adequate length to allow using the displaced threshold on runway 18 as it is intended to be used. I recommend FBO and all local pilots be warned of the potential danger in their operation and that adequate warnings be posted on operations office wall and broadcast on unicom frequency to aircraft landing at mettetal airport to give proper attention to clearance altitude over the road and vehicles. The final approach is partially obscured by trees, from the view of road traffic from east and west. Callback conversation with reporter revealed the following: there are yellow caution signs installed on both sides of the road to warn veh drivers of low flying aircraft landing on runway 18. The displaced threshold is due to the nearness of the road. There have been no complaints from drivers to the reporter's knowledge. FAA has checked both the signs and the displaced threshold markings and they might requirements. Reporter is from local FBO.

I HAVE OBSERVED THIS DANGEROUS CONDITION OVER SEVERAL YRS AND HAVE BROUGHT IT TO THE ATTN OF THE FBO MORE THAN 1 YR AGO. AT THIS TIME, THERE IS STILL NO WARNING OR OPERATION NOTE POSTED AT FBO OPS OFFICE CONCERNING THIS PROB. LCL ACFT, AS WELL AS TRANSIENTS, ARE OBSERVED FLYING TOO LOW OVER THE ROAD. I RECOMMEND FBO AND ALL LCL PLTS BE WARNED OF THE POTENTIAL DANGER IN THEIR OPERATION AND THAT ADEQUATE WARNINGS BE POSTED ON OPS OFFICE WALL AND BROADCAST ON UNICOM FREQ TO ACFT LNDG AT METTETAL ARPT TO GIVE PROPER ATTN TO CLRNC ALT OVER THE ROAD AND VEHICLES. THE FINAL APCH IS PARTIALLY OBSCURED BY TREES, FROM THE VIEW OF ROAD TFC FROM E AND W. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: THERE ARE YELLOW CAUTION SIGNS INSTALLED ON BOTH SIDES OF THE ROAD TO WARN VEH DRIVERS OF LOW FLYING ACFT LNDG ON RWY 18. THE DISPLACED THRESHOLD IS DUE TO THE NEARNESS OF THE ROAD. THERE HAVE BEEN NO COMPLAINTS FROM DRIVERS TO THE REPORTER'S KNOWLEDGE.
