Narrative:

This was a flight training--practice ILS approach on 9R at tmb, pm, 5/91. I was observing another first officer practice the approach with foggles on with a captain acting as instrument pilot in the left seat. We saw another aircraft on approach ahead of us and queried him as to his airspeed. He informed us he was indicating 120 KTS and we replied we would do likewise or less. We were making position reports on tmb CTAF, 118.9, with the only response coming from our traffic ahead of us that we were in sight of. West of perrine NDB, we were established on the localizer at 1400' MSL when we intercepted the G/south. We were going through 1227' MSL at the OM on the G/south and continued inbound for landing. At approximately a 2 mi final, we saw an aircraft approach us from the east, just south of runway 9R. As we continued our approach, the aircraft crossed our flight path, flying northbound at this time. We made attempts to contact this aircraft as to his intentions on 118.9 with no response. The aircraft turned east and was north of 9R and clear of our flight path. As we continued our approach, it became apparent that he was crowding our flight path from above to our left, so being committed to land and staying clear of the other aircraft, we veered right and landed. Obviously, if the other aircraft had been communicating on the CTAF (closed tower), instead of mia approach, he would have been more informed of other traffic.

Narrative: THIS WAS A FLT TRNING--PRACTICE ILS APCH ON 9R AT TMB, PM, 5/91. I WAS OBSERVING ANOTHER F/O PRACTICE THE APCH WITH FOGGLES ON WITH A CAPT ACTING AS INSTR PLT IN THE LEFT SEAT. WE SAW ANOTHER ACFT ON APCH AHEAD OF US AND QUERIED HIM AS TO HIS AIRSPD. HE INFORMED US HE WAS INDICATING 120 KTS AND WE REPLIED WE WOULD DO LIKEWISE OR LESS. WE WERE MAKING POS RPTS ON TMB CTAF, 118.9, WITH THE ONLY RESPONSE COMING FROM OUR TFC AHEAD OF US THAT WE WERE IN SIGHT OF. W OF PERRINE NDB, WE WERE ESTABLISHED ON THE LOC AT 1400' MSL WHEN WE INTERCEPTED THE G/S. WE WERE GOING THROUGH 1227' MSL AT THE OM ON THE G/S AND CONTINUED INBND FOR LNDG. AT APPROX A 2 MI FINAL, WE SAW AN ACFT APCH US FROM THE E, JUST S OF RWY 9R. AS WE CONTINUED OUR APCH, THE ACFT CROSSED OUR FLT PATH, FLYING NBND AT THIS TIME. WE MADE ATTEMPTS TO CONTACT THIS ACFT AS TO HIS INTENTIONS ON 118.9 WITH NO RESPONSE. THE ACFT TURNED E AND WAS N OF 9R AND CLR OF OUR FLT PATH. AS WE CONTINUED OUR APCH, IT BECAME APPARENT THAT HE WAS CROWDING OUR FLT PATH FROM ABOVE TO OUR LEFT, SO BEING COMMITTED TO LAND AND STAYING CLR OF THE OTHER ACFT, WE VEERED RIGHT AND LANDED. OBVIOUSLY, IF THE OTHER ACFT HAD BEEN COMMUNICATING ON THE CTAF (CLOSED TWR), INSTEAD OF MIA APCH, HE WOULD HAVE BEEN MORE INFORMED OF OTHER TFC.
