Narrative:

I made a VFR flight to W16 to attend a local eaa fly-in. W16 is an uncontrolled field. 122.7 is the CTAF/unicom frequency. I monitored this frequency to the airport. Within 8 mi of the field I called unicom and requested airport advisories. I received no response. I continued calling on 122.7 to the airport where I observed traffic entering the pattern for landing on runway 32 (at that point I questioned whether my communication radio was operating). I followed the traffic into the pattern while continuing to broadcast my position on 122.7. I landed west/O incident. After landing I learned that a temporary ATC system was in effect that was operating by the local air national guard. They were broadcasting on 118.85 for air traffic control. The flyer advertising the air show indicated that the common traffic advisory (122.7) was in use. See copy of flyer attached. It made no mention that a temporary ATC would be used for the air show. In retrospect, I should have contacted flight service and determined that there was a NOTAM for this event. However, I was relying on the information given out in the flyer advertising the event. Having attended this event in past yrs, I did not expect a change in procedures. However, the temporary ATC should have been monitoring the unicom frequency and set out advisories to contact them on the appropriate channel. This was particularly important since the air show promoters advertised that the unicom frequency was in use. My recommendation is that regular frequencys be monitored when a temporary ATC system is in use to advise traffic of the change. In the future, I will be sure to check with FSS on NOTAMS before flight or en route to events.

Title: UNAWARE TEMPERATURE TWR IN SERVICE FOR A LOCAL FLY-IN.

Narrative: I MADE A VFR FLT TO W16 TO ATTEND A LCL EAA FLY-IN. W16 IS AN UNCONTROLLED FIELD. 122.7 IS THE CTAF/UNICOM FREQ. I MONITORED THIS FREQ TO THE ARPT. I CONTINUED CALLING ON 122.7 TO THE ARPT WHERE I OBSERVED TFC ENTERING THE PATTERN FOR LNDG ON RWY 32 (AT THAT POINT I QUESTIONED WHETHER MY COM RADIO WAS OPERATING). I FOLLOWED THE TFC INTO THE PATTERN WHILE CONTINUING TO BROADCAST MY POS ON 122.7. I LANDED W/O INCIDENT. AFTER LNDG I LEARNED THAT A TEMPORARY ATC SYS WAS IN EFFECT THAT WAS OPERATING BY THE LCL AIR NATIONAL GUARD. THEY WERE BROADCASTING ON 118.85 FOR AIR TFC CTL. THE FLYER ADVERTISING THE AIR SHOW INDICATED THAT THE COMMON TFC ADVISORY (122.7) WAS IN USE. SEE COPY OF FLYER ATTACHED. IT MADE NO MENTION THAT A TEMPORARY ATC WOULD BE USED FOR THE AIR SHOW. HAVING ATTENDED THIS EVENT IN PAST YRS, I DID NOT EXPECT A CHANGE IN PROCS. HOWEVER, THE TEMPORARY ATC SHOULD HAVE BEEN MONITORING THE UNICOM FREQ AND SET OUT ADVISORIES TO CONTACT THEM ON THE APPROPRIATE CHANNEL. THIS WAS PARTICULARLY IMPORTANT SINCE THE AIR SHOW PROMOTERS ADVERTISED THAT THE UNICOM FREQ WAS IN USE. MY RECOMMENDATION IS THAT REGULAR FREQS BE MONITORED WHEN A TEMPORARY ATC SYS IS IN USE TO ADVISE TFC OF THE CHANGE. IN THE FUTURE, I WILL BE SURE TO CHK WITH FSS ON NOTAMS BEFORE FLT OR ENRTE TO EVENTS.
