Narrative:

I was on the manteca 030 degree right, 6 NM, heading 210 degrees magnetic at 4500'. I called stockton approach control given my position and requested radar vectors to intercept the ILS into livermore. When I was idented, I was on the manteca 030 degree right, 3 NM. The controller instructed me to turn immediately to a heading of 130 degrees and asked me if I was aware of the NOTAM restricting flight in the vicinity of the stockton airport due to an air show. I told him I had not seen the NOTAM. He said it had been published for about 2 weeks. About 2 mins later I was given a vector to 200 degrees. No more was said about the incident. Factors that may have contributed to the incident: the local area is very well covered by radar. On a sunday afternoon scenic flight, I would not file a flight plan due to the implied point to point restriction of flying the plan. If I feel the necessity of having someone watch out for me while I travel over rough terrain, I can call the appropriate controling agency and request flight following. I use the duat system for flight information. This system (to my knowledge) does not have a feature to provide NOTAMS by area. So, unless I know where I'm going and obtain the NOTAMS through the flight planning/WX feature, I cannot easily obtain this information, and in this instance was lulled into a complacent attitude. Possible solution: if there was a feature available in the duat system that would allow me to select all NOTAMS in an XXX mi radius of a particular VOR/airport, this incident may have been avoided. Lastly, if there was a dangerous situation/conflict developing, the controller should have vectored me as soon as I notified him of my position, and not waited until receiving the transponder code and positive identify. We saw no air show aircraft during the incident.

Title: SMA ENTERS RESTRICTED AIRSPACE, THE SITE OF AN AIRSHOW.

Narrative: I WAS ON THE MANTECA 030 DEG R, 6 NM, HDG 210 DEGS MAGNETIC AT 4500'. I CALLED STOCKTON APCH CTL GIVEN MY POS AND REQUESTED RADAR VECTORS TO INTERCEPT THE ILS INTO LIVERMORE. THE CTLR INSTRUCTED ME TO TURN IMMEDIATELY TO A HDG OF 130 DEGS AND ASKED ME IF I WAS AWARE OF THE NOTAM RESTRICTING FLT IN THE VICINITY OF THE STOCKTON ARPT DUE TO AN AIR SHOW. I TOLD HIM I HAD NOT SEEN THE NOTAM. HE SAID IT HAD BEEN PUBLISHED FOR ABOUT 2 WKS. ABOUT 2 MINS LATER I WAS GIVEN A VECTOR TO 200 DEGS. NO MORE WAS SAID ABOUT THE INCIDENT. FACTORS THAT MAY HAVE CONTRIBUTED TO THE INCIDENT: THE LCL AREA IS VERY WELL COVERED BY RADAR. ON A SUNDAY AFTERNOON SCENIC FLT, I WOULD NOT FILE A FLT PLAN DUE TO THE IMPLIED POINT TO POINT RESTRICTION OF FLYING THE PLAN. IF I FEEL THE NECESSITY OF HAVING SOMEONE WATCH OUT FOR ME WHILE I TRAVEL OVER ROUGH TERRAIN, I CAN CALL THE APPROPRIATE CTLING AGENCY AND REQUEST FLT FOLLOWING. I USE THE DUAT SYS FOR FLT INFO. THIS SYS (TO MY KNOWLEDGE) DOES NOT HAVE A FEATURE TO PROVIDE NOTAMS BY AREA. SO, UNLESS I KNOW WHERE I'M GOING AND OBTAIN THE NOTAMS THROUGH THE FLT PLANNING/WX FEATURE, I CANNOT EASILY OBTAIN THIS INFO, AND IN THIS INSTANCE WAS LULLED INTO A COMPLACENT ATTITUDE. POSSIBLE SOLUTION: IF THERE WAS A FEATURE AVAILABLE IN THE DUAT SYS THAT WOULD ALLOW ME TO SELECT ALL NOTAMS IN AN XXX MI RADIUS OF A PARTICULAR VOR/ARPT, THIS INCIDENT MAY HAVE BEEN AVOIDED. LASTLY, IF THERE WAS A DANGEROUS SITUATION/CONFLICT DEVELOPING, THE CTLR SHOULD HAVE VECTORED ME AS SOON AS I NOTIFIED HIM OF MY POS, AND NOT WAITED UNTIL RECEIVING THE XPONDER CODE AND POSITIVE IDENT. WE SAW NO AIR SHOW ACFT DURING THE INCIDENT.
