Narrative:

Small aircraft X was inbound VFR to oak, reported in 5-6 mi north after being handed off from bay approach to oak tower. Oak tower confirmed contact and cleared me to a right downwind for 27R. Within approximately 1 mi north of airport, observed small transport Y headed straight for me. My speed was approximately 138 and I estimate the twin at 120 or better in climb. I took evasive action to avoid contact. At the head-on speed with time to take action, I cleared approximately 200' vertical and 100' horizontal over head of the twin. I turned to the left. I then notified the tower of the incident and they in turn (my main concern) said, 'sir, I don't even have you on radar. Confirm that you are enter right downwind for 27R.' 'tower, this is small aircraft X. I am now downwind.' he then cleared me to land with a motor glider to enter in behind me. My concern is if they cleared me for right downwind for 27R, they should have known of my approach. And if they somehow lost contact of me on radar, they should have tried to contact me. At the speed of 2 aircraft head-on, space closes fast with little time to react. I realize my responsibility as VFR to maintain aircraft sep, which I did, but the tower sounded as though they didn't even know I was in the air traffic area and was unaware of my approach. Traffic advisory from the tower would have been nice.

Narrative: SMA X WAS INBND VFR TO OAK, RPTED IN 5-6 MI N AFTER BEING HANDED OFF FROM BAY APCH TO OAK TWR. OAK TWR CONFIRMED CONTACT AND CLRED ME TO A RIGHT DOWNWIND FOR 27R. WITHIN APPROX 1 MI N OF ARPT, OBSERVED SMT Y HEADED STRAIGHT FOR ME. MY SPD WAS APPROX 138 AND I ESTIMATE THE TWIN AT 120 OR BETTER IN CLB. I TOOK EVASIVE ACTION TO AVOID CONTACT. AT THE HEAD-ON SPD WITH TIME TO TAKE ACTION, I CLRED APPROX 200' VERT AND 100' HORIZ OVER HEAD OF THE TWIN. I TURNED TO THE LEFT. I THEN NOTIFIED THE TWR OF THE INCIDENT AND THEY IN TURN (MY MAIN CONCERN) SAID, 'SIR, I DON'T EVEN HAVE YOU ON RADAR. CONFIRM THAT YOU ARE ENTER RIGHT DOWNWIND FOR 27R.' 'TWR, THIS IS SMA X. I AM NOW DOWNWIND.' HE THEN CLRED ME TO LAND WITH A MOTOR GLIDER TO ENTER IN BEHIND ME. MY CONCERN IS IF THEY CLRED ME FOR RIGHT DOWNWIND FOR 27R, THEY SHOULD HAVE KNOWN OF MY APCH. AND IF THEY SOMEHOW LOST CONTACT OF ME ON RADAR, THEY SHOULD HAVE TRIED TO CONTACT ME. AT THE SPD OF 2 ACFT HEAD-ON, SPACE CLOSES FAST WITH LITTLE TIME TO REACT. I REALIZE MY RESPONSIBILITY AS VFR TO MAINTAIN ACFT SEP, WHICH I DID, BUT THE TWR SOUNDED AS THOUGH THEY DIDN'T EVEN KNOW I WAS IN THE ATA AND WAS UNAWARE OF MY APCH. TFC ADVISORY FROM THE TWR WOULD HAVE BEEN NICE.
