Narrative:

I was training a developmental on ground 1 combined with ground 2. Due to major construction at the airport, taxiing procedures change constantly. Today was the second day 2 local positions have been open. It was the first day I had worked ground control with 2 local positions. There were 2 txwys closed and a portion of 1 runway, restricting its use to arriving aircraft only. Cpr X jet exited runway 25R at taxiway M and the developmental told him to hold short of runway 19L on taxiway a. The developmental coordinated with local 2 to cross runway 19L at taxiway C and taxiway a after a departing medium large transport. An arriving aircraft exited runway 19L at taxiway C and requested to taxi to hughes. The developmental confused the arriving aircraft's call sign with that of the cpr X waiting to cross 19L at taxiway a and told the wrong aircraft to taxi to ramp. Cpr Y crossed runway 19L while air carrier Y was departing runway 19L. The local 2 controller discovered the error. No evasive action was required. I believe the situation occurred because it was my first time working with 2 local controllers which possibly made me pay more attention to the developmental's control instructions instead of call signs. My suggestion to prevent a recurrence would be to: 1) split the tower portion from the radar portion which is already being discussed. Controllers could maintain a higher level of proficiency working just one or the other. 2) during this particular phase of construction limit training to either ground 1 or ground 2, not combined positions.

THE DEVELOPMENTAL COORDINATED WITH LCL 2 TO CROSS RWY 19L AT TXWY C AND TXWY A AFTER A DEPARTING MLG. AN ARRIVING ACFT EXITED RWY 19L AT TXWY C AND REQUESTED TO TAXI TO HUGHES. THE DEVELOPMENTAL CONFUSED THE ARRIVING ACFT'S CALL SIGN WITH THAT OF THE CPR X WAITING TO CROSS 19L AT TXWY A AND TOLD THE WRONG ACFT TO TAXI TO RAMP. CPR Y CROSSED RWY 19L WHILE ACR Y WAS DEPARTING RWY 19L. THE LCL 2 CTLR DISCOVERED THE ERROR. NO EVASIVE ACTION WAS REQUIRED. I BELIEVE THE SITUATION OCCURRED BECAUSE IT WAS MY FIRST TIME WORKING WITH 2 LCL CTLRS WHICH POSSIBLY MADE ME PAY MORE ATTN TO THE DEVELOPMENTAL'S CTL INSTRUCTIONS INSTEAD OF CALL SIGNS. MY SUGGESTION TO PREVENT A RECURRENCE WOULD BE TO: 1) SPLIT THE TWR PORTION FROM THE RADAR PORTION WHICH IS ALREADY BEING DISCUSSED. CTLRS COULD MAINTAIN A HIGHER LEVEL OF PROFICIENCY WORKING JUST ONE OR THE OTHER. 2) DURING THIS PARTICULAR PHASE OF CONSTRUCTION LIMIT TRNING TO EITHER GND 1 OR GND 2, NOT COMBINED POSITIONS.
