Narrative:

While climbing out of traverse city on an IFR flight plan, I was climbing to 7000' on a 060 heading. The controller cleared me to 9000' on 090 degree heading. Just as I completed the turn to 090 degrees and passing through 5000' an aircraft traveling southbound passed in front of me at the same altitude and less than a 1/2 mi. When I asked the controller if he saw the aircraft on radar he said he had confused the other aircraft's transponder readout with mine and stated that it was within a 1/2 mi. I turned back to left to avoid aircraft.

Narrative: WHILE CLIMBING OUT OF TRAVERSE CITY ON AN IFR FLT PLAN, I WAS CLBING TO 7000' ON A 060 HDG. THE CTLR CLRED ME TO 9000' ON 090 DEG HDG. JUST AS I COMPLETED THE TURN TO 090 DEGS AND PASSING THROUGH 5000' AN ACFT TRAVELING SBND PASSED IN FRONT OF ME AT THE SAME ALT AND LESS THAN A 1/2 MI. WHEN I ASKED THE CTLR IF HE SAW THE ACFT ON RADAR HE SAID HE HAD CONFUSED THE OTHER ACFT'S XPONDER READOUT WITH MINE AND STATED THAT IT WAS WITHIN A 1/2 MI. I TURNED BACK TO LEFT TO AVOID ACFT.
