Narrative:

Airlines flight lga to ord descending to 4000' base to final for localizer approach to runway 14L, G/south OTS. The TCAS indicated a resolution conflict and said, 'reduce descent.' it also showed a red target -3 on the TCAS screen and gave a level-off command on the ivsi. Then the symbol went away. The TCAS said, 'clear of conflict,' then gave another command of, 'traffic, traffic,' followed by, 'climb, climb.' these TCAS 'voices' blocked all incoming ATC communications and we could not hear the controller instruction to turn to final. We could not follow the controllers instructions because the TCAS 'voice' in the cockpit was so loud.

Title: TCASII VOICE NOISE PRECLUDES RECEIPT OF TRACON APCH CTLR'S INSTRUCTIONS FOR LOC INTERCEPT.

Narrative: AIRLINES FLT LGA TO ORD DSNDING TO 4000' BASE TO FINAL FOR LOC APCH TO RWY 14L, G/S OTS. THE TCAS INDICATED A RESOLUTION CONFLICT AND SAID, 'REDUCE DSNT.' IT ALSO SHOWED A RED TARGET -3 ON THE TCAS SCREEN AND GAVE A LEVEL-OFF COMMAND ON THE IVSI. THEN THE SYMBOL WENT AWAY. THE TCAS SAID, 'CLR OF CONFLICT,' THEN GAVE ANOTHER COMMAND OF, 'TFC, TFC,' FOLLOWED BY, 'CLB, CLB.' THESE TCAS 'VOICES' BLOCKED ALL INCOMING ATC COMS AND WE COULD NOT HEAR THE CTLR INSTRUCTION TO TURN TO FINAL. WE COULD NOT FOLLOW THE CTLRS INSTRUCTIONS BECAUSE THE TCAS 'VOICE' IN THE COCKPIT WAS SO LOUD.
