On a radar vector climb on the lga 3 departure, lga departure control issued traffic advisory at 2 O'clock at 10500' MSL. TCAS displayed traffic at same position. Did not pick up visibility contact till TCAS issued RA. Reduced climb and monitored vertical speed. Leveled the aircraft at 9500' and traffic passed over at 10500'. TCAS issued RA, clear on conflict. Continued climb to assigned.
