Narrative:

I fly a traffic watch aircraft in the fort worth area. Normal altitude is 1000' AGL. I and another pilot in contact with meacham field tower. I requested a hold over downtown ft worth to report accident. My request was approved. The other traffic watch (Y) pilot requested a north transition crossing in front of my aircraft which was on a west heading to the accident. As I approached the downtown area, the other pilot made a 360 degree turn to the right to me location west/O a request to the tower. I made an evasive turn to the left to avoid a possible collision. After the incident the controller reported that another aircraft was in my area. This was my warning, a little too late. I don't know how this could have been avoided except if you say you are transitioning north, you should do so unless you inform the controller otherwise.

Title: TWO TRAFFIC WATCH ACFT INDULGE IN INTRAMURAL AERIAL DISPUTE.

Narrative: I FLY A TFC WATCH ACFT IN THE FORT WORTH AREA. NORMAL ALT IS 1000' AGL. I AND ANOTHER PLT IN CONTACT WITH MEACHAM FIELD TWR. I REQUESTED A HOLD OVER DOWNTOWN FT WORTH TO RPT ACCIDENT. AS I APCHED THE DOWNTOWN AREA, THE OTHER PLT MADE A 360 DEG TURN TO THE R TO ME LOCATION W/O A REQUEST TO THE TWR. I MADE AN EVASIVE TURN TO THE L TO AVOID A POSSIBLE COLLISION. AFTER THE INCIDENT THE CTLR RPTED THAT ANOTHER ACFT WAS IN MY AREA. THIS WAS MY WARNING, A LITTLE TOO LATE. I DON'T KNOW HOW THIS COULD HAVE BEEN AVOIDED EXCEPT IF YOU SAY YOU ARE TRANSITIONING N, YOU SHOULD DO SO UNLESS YOU INFORM THE CTLR OTHERWISE.
