Narrative:

Landed elp with runway 22. Cleared runway 22 on east. Received clearance to taxi to new cargo ramp at southwest corner of airport. Followed taxiway line along northwest boundary of ramp area south of runway 8R-26L. Observed taxi line crossed horseshoe shaped hold line which extends into cargo ramp area. Unable to taxi south of hold line due to proximity of other parked aircraft and veh movement areas. Followed taxi line through hold lines to parking. After arrival at parking, advised ground control of taxi line being routed across this hold line and asked if it was correct to proceed as cleared to ramp area beyond. Controller advised that it was non standard procedure to continue taxi across the hold line west/O further clearance. Controller also noted the area in question was not visible for the controller tower. Later, I observed taxi operation across the area, along the taxi line and across the hold line west/O comment (other than clearance to active runway) from the flight crew or the ground controller. In the future I will request further clearance to continue through this area or any other that appears restr, even if previous clearance to 'taxi to' has been received.

Title: ACR MLG CAPT QUESTIONS CLRNC TO CROSS A RWY HOLD LINE ENROUTE TO HIS GATE. HE HAD CLRNC TO THE GATE.

Narrative: LANDED ELP WITH RWY 22. CLRED RWY 22 ON E. RECEIVED CLRNC TO TAXI TO NEW CARGO RAMP AT SW CORNER OF ARPT. FOLLOWED TXWY LINE ALONG NW BOUNDARY OF RAMP AREA S OF RWY 8R-26L. OBSERVED TAXI LINE CROSSED HORSESHOE SHAPED HOLD LINE WHICH EXTENDS INTO CARGO RAMP AREA. UNABLE TO TAXI S OF HOLD LINE DUE TO PROX OF OTHER PARKED ACFT AND VEH MOVEMENT AREAS. FOLLOWED TAXI LINE THROUGH HOLD LINES TO PARKING. AFTER ARR AT PARKING, ADVISED GND CTL OF TAXI LINE BEING ROUTED ACROSS THIS HOLD LINE AND ASKED IF IT WAS CORRECT TO PROCEED AS CLRED TO RAMP AREA BEYOND. CTLR ADVISED THAT IT WAS NON STANDARD PROC TO CONTINUE TAXI ACROSS THE HOLD LINE W/O FURTHER CLRNC. CTLR ALSO NOTED THE AREA IN QUESTION WAS NOT VISIBLE FOR THE CTLR TWR. LATER, I OBSERVED TAXI OPERATION ACROSS THE AREA, ALONG THE TAXI LINE AND ACROSS THE HOLD LINE W/O COMMENT (OTHER THAN CLRNC TO ACTIVE RWY) FROM THE FLT CREW OR THE GND CTLR. IN THE FUTURE I WILL REQUEST FURTHER CLRNC TO CONTINUE THROUGH THIS AREA OR ANY OTHER THAT APPEARS RESTR, EVEN IF PREVIOUS CLRNC TO 'TAXI TO' HAS BEEN RECEIVED.
