Narrative:

On takeoff; at approximately 35 kts; we observed a 'F/control flaps locked' level 2 ECAM. I rejected the takeoff; exited the runway and received permission from tower to delay while I conferred with maintenance and dispatch. Maintenance was also aware of the ECAM; and asked me to cycle the flaps. They were unresponsive and he recommended that we return to the maintenance hangar. I made an aml write up; discussed the occurrence with amts and left the aircraft with them. They confirmed the next day that the wing tip brakes had received information from sensors that needed replacement.
