Narrative:

We were having difficulty understanding communications at times all the way from dfw. I understood the clearance descending for landing at phx to be, 'maintain 11000'.' I started the descent early enough, but kept a comfortable rate of descent. We were on the totec 6 arrival to phx. At about 32 DME I questioned the first officer about the clearance to be sure that it was to maintain 11000'. He said we were to cross elloy at 11000'. I immediately closed throttles and deployed speed brakes. We crossed elloy at 12800' and were level at 11000' at 23 DME. Next time I will make sure I heard what I thought I heard. No other aircraft were seen or heard in vicinity.

Title: ACR MLG IN AN ALT DEVIATION ALT UNDERSHOT IN CROSSING RESTRICTION ON STAR ARR.

Narrative: WE WERE HAVING DIFFICULTY UNDERSTANDING COMS AT TIMES ALL THE WAY FROM DFW. I UNDERSTOOD THE CLRNC DSNDING FOR LNDG AT PHX TO BE, 'MAINTAIN 11000'.' I STARTED THE DSNT EARLY ENOUGH, BUT KEPT A COMFORTABLE RATE OF DSNT. WE WERE ON THE TOTEC 6 ARR TO PHX. AT ABOUT 32 DME I QUESTIONED THE F/O ABOUT THE CLRNC TO BE SURE THAT IT WAS TO MAINTAIN 11000'. HE SAID WE WERE TO CROSS ELLOY AT 11000'. I IMMEDIATELY CLOSED THROTTLES AND DEPLOYED SPD BRAKES. WE CROSSED ELLOY AT 12800' AND WERE LEVEL AT 11000' AT 23 DME. NEXT TIME I WILL MAKE SURE I HEARD WHAT I THOUGHT I HEARD. NO OTHER ACFT WERE SEEN OR HEARD IN VICINITY.
