Maneuvering in class east airspace north of ZZZ at 3000 MSL; when I came out of a left turn while scanning for traffic; and immediately saw another single engine airplane above my aircraft; turning in the opposite direction. I made the decision to descend and turn to avoid the other aircraft; but there was no prior warning of traffic in the area.
