Narrative:

Normal procedures require grb FSS to call sawyer (military) approach for clrncs off marquette, mi. Sawyer approach had grb FSS stay on the line while saw approach coords a clearance with msp center. Sawyer approach gives grb the clearance which grb FSS in turn reads to the requesting pilot. (Marquette, mi, airport is in saw approach control airspace). Aircraft X had requested clearance from marquette to cmx (houghton, mi). Cmx is outside of saw approach airspace. The controller inadvertently transposed destination airport with departure airport. He called msp ARTCC directly for clearance treating the mqt departure as if it were a cmx departure. The controller (FSS) did not get saw approach on the line with msp ARTCC when requesting clearance. Msp ARTCC issued the clearance off mqt to cmx and the FSS relayed it to the pilot. The aircraft took off and entered saw approach airspace. There was no breach of sep or need for evasive aircraft maneuvers. The saw approach filed a system deviation report. The FSS specialist was decertified, error was reviewed, tape/transcript listened to, given a written recertification examination and recertified on the position of operation. Review to come at 30 days and 6 mo. Perhaps a constructive recommendation might be a request to place a remote communication outlet at marquette, mi, airport so aircraft wishing clearance off mqt may talk directly to sawyer (military) approach to eliminate a third party relay of the clearance.

Narrative: NORMAL PROCS REQUIRE GRB FSS TO CALL SAWYER (MIL) APCH FOR CLRNCS OFF MARQUETTE, MI. SAWYER APCH HAD GRB FSS STAY ON THE LINE WHILE SAW APCH COORDS A CLRNC WITH MSP CTR. SAWYER APCH GIVES GRB THE CLRNC WHICH GRB FSS IN TURN READS TO THE REQUESTING PLT. (MARQUETTE, MI, ARPT IS IN SAW APCH CTL AIRSPACE). ACFT X HAD REQUESTED CLRNC FROM MARQUETTE TO CMX (HOUGHTON, MI). CMX IS OUTSIDE OF SAW APCH AIRSPACE. THE CTLR INADVERTENTLY TRANSPOSED DEST ARPT WITH DEP ARPT. HE CALLED MSP ARTCC DIRECTLY FOR CLRNC TREATING THE MQT DEP AS IF IT WERE A CMX DEP. THE CTLR (FSS) DID NOT GET SAW APCH ON THE LINE WITH MSP ARTCC WHEN REQUESTING CLRNC. MSP ARTCC ISSUED THE CLRNC OFF MQT TO CMX AND THE FSS RELAYED IT TO THE PLT.
