Narrative:
I was in fgt X. I had just cancelled my MOA operating clearance with washington center and advised them I would return to NAS oceana VFR. I dialed in norfolk approach frequency and looked out at my 1 O'clock position and saw the twin engine air carrier Y aircraft. There was constant bearing decreasing range. I rolled the aircraft and maneuvered my fgt as to avoid the other aircraft. The other aircraft was descending into norfolk airspace. I was level at 12500' VFR cruising altitude. I maneuvered cle of the other aircraft and landed uneventfully. Once on the ground I discussed the incident with norfolk approach. There was no problem with what had happened. 'Those things sometimes happen.' a good look out doctrine is very important through all phases of flight, ie, look out for the 'big sky small aircraft' rule. Supplemental information from acn 170347. While working a feeder radar position at orf ATCT and providing OJT to another controller we took an automated handoff on air carrier Y descending out of 120 for 90 on initial contact the pilot asked if we saw an aircraft in his area. At this time we observed a very faint target southeast of air carrier Y. We tracked this target for 20 mi until fgt X contacted us for service into ntu. Air carrier Y said a military aircraft was aimed straight for him and at the last min took evasive action and dove under him. Air carrier Y asked for assistance identing the aircraft. After switching air carrier Y to the next sector we asked fgt X if he saw air carrier Y. Fgt X said he was climbing out of the farmville MOA and apparently air carrier Y was shielded from his view by a cockpit mirror. No information was exchanged between pilots on frequency.

Title: FGT X HAD NMAC WITH ACR Y. SEE AND AVOID CONCEPT.

I MANEUVERED CLE OF THE OTHER ACFT AND LANDED UNEVENTFULLY. ONCE ON THE GND I DISCUSSED THE INCIDENT WITH NORFOLK APCH. THERE WAS NO PROB WITH WHAT HAD HAPPENED. 'THOSE THINGS SOMETIMES HAPPEN.' ACR Y SAID A MIL ACFT WAS AIMED STRAIGHT FOR HIM AND AT THE LAST MIN TOOK EVASIVE ACTION AND DOVE UNDER HIM. ACR Y ASKED FOR ASSISTANCE IDENTING THE ACFT. AFTER SWITCHING ACR Y TO THE NEXT SECTOR WE ASKED FGT X IF HE SAW ACR Y. FGT X SAID HE WAS CLBING OUT OF THE FARMVILLE MOA AND APPARENTLY ACR Y WAS SHIELDED FROM HIS VIEW BY A COCKPIT MIRROR. NO INFO WAS EXCHANGED BTWN PLTS ON FREQ.
