Narrative:
During climb out on the ZZZZ [SID] departure we got the stick shaker twice on the turn from zzzzz to BL059 as I commanded flaps up from flaps 1 on the turn. Conditions were heavy airplane ( 392.2 gw); bank angle 25deg.; moderate turbulence; narrow margin between stick shaker and flap 1 over speed (250 KTS); and IMC. As we got the stick shaker; first officer lowered the flaps to 1; and due to the turbulence we sped up to 260 knots momentarily; causing a flap over speed. We raised the flaps again and got a secondary; momentary stick shaker.
