Narrative:

Crew shot ILS CAT ii to runway xxl at ZZZ in heavy rain. At da; first officer failed to make 'minimums' call due to loss of situational awareness from heavy rain and reduced visibility. Captain knew aircraft was at da and leveled off briefly. Runway was in sight; but landing area was obscured intermittently as windshield wipers operated. Captain picked up landing area and aircraft landed uneventfully. Combination of procedural failure and windscreen obscuration caused the aircraft to land slightly long.
