Narrative:

I returned an aircraft to service after an annual inspection. I was assisted by a licensed a&P. Apparently; the a&P failed to properly safety the oil filter. Upon returning from a flight; oil was noted on the cowling. During investigation; it was discovered that the oil leak was from the oil filter; which was not safety wired properly and had become loose. A number of hand tools were also discovered on top of the engine. It was an oversight on my part before the engine was cowled after inspection. I'm disappointed that I can't rely on a licensed a&P; so; in the future; much closer quality control on my part!

Title: Technician reported that another Technician failed to install the engine oil filter correctly; causing an in flight oil leak.
