Narrative:

Clear day slow taxi speed. Temperature 20 degree F. Taxiway was snow packed and covered. Braking on taxiway had been good. We were advised to hold short of runway 28 for landing traffic. About 1 1/2 aircraft lengths prior to the runway, braking action was nil. We advised ground we would not be able to hold short as the aircraft had nil braking. I saw the aircraft we were to hold short for about 1 1/2 mi out. At this point we skidded to a stop about 1/3 across the runway. Captain added power to clear the runway on the other side. We cleared the runway safely with no impact on approaching aircraft. Callback conversation with reporter revealed the following information. The airport in question to be roc and reporter thinks the area was sanded after the incident.

Title: CPR MDT WAS UNABLE TO STOP SHORT OF RWY 28 AT ROC AND HAD TO CONTINUE ACROSS TO CLEAR RWY FOR ACFT ON 1/5 NM FINAL.

Narrative: CLR DAY SLOW TAXI SPD. TEMP 20 DEG F. TXWY WAS SNOW PACKED AND COVERED. BRAKING ON TXWY HAD BEEN GOOD. WE WERE ADVISED TO HOLD SHORT OF RWY 28 FOR LNDG TFC. ABOUT 1 1/2 ACFT LENGTHS PRIOR TO THE RWY, BRAKING ACTION WAS NIL. WE ADVISED GND WE WOULD NOT BE ABLE TO HOLD SHORT AS THE ACFT HAD NIL BRAKING. I SAW THE ACFT WE WERE TO HOLD SHORT FOR ABOUT 1 1/2 MI OUT. AT THIS POINT WE SKIDDED TO A STOP ABOUT 1/3 ACROSS THE RWY. CAPT ADDED PWR TO CLR THE RWY ON THE OTHER SIDE. WE CLRED THE RWY SAFELY WITH NO IMPACT ON APCHING ACFT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. THE ARPT IN QUESTION TO BE ROC AND RPTR THINKS THE AREA WAS SANDED AFTER THE INCIDENT.
