Mlt was in an orbit pattern northeast of R5503 at 15000'. Small transport departed I43 VFR and requested IFR direct ape requesting FL280. Small transport was radar idented and issued clearance to climb to 14000' for mlt traffic westbound. Small transport was cleared to FL190 when clear of mlt. Mlt turned unexpectedly eastbound and became traffic again with small transport. A 20 degree turn to the right and an expeditious climb through 16000' was issued to small transport. Mlt was communicating with asd at ffo AFB.
