Light transport X departed andrews AFB on vectors to J227. Medium large transport Y was inbound to dca. Departure control trnee coordination climb to 9000' with arrival controller. Arrival apparently forgot and descended medium large transport Y out of 10000'. Then dca arrival turned medium large transport Y to the northeast to avoid light transport X.
