Narrative:

The incursions arose from a lack of airport familiarity, bad judgement on the part of the taxi personnel involved, lack of training, WX problems, communication problems with ground control and insufficiently marked txwys. Company was informed of the events by jr. X of ATC. Corrective actions were immediate training classes and maintenance meetings to remind personnel of the importance of safety, and to pass on proper taxi operations information. I believe all of the items stated in the first paragraph contributed to the incursions and the training and communication with ground control personnel will prevent this from occurring in the future. I would also like to state that the pdx txwys and exits are very poorly marked. Callback conversation with reporter revealed the following: reporter states that a 4 stage training program has been inaugurated consisting of airport familiarization, radio usage (communication with tower), cockpit session and taxi training. Believes WX conditions were a major part of the problem, but determined to not have something like this occur again.

Title: MAINTENANCE PERSONNEL TAXIING CROSS ACTIVE RWY.

Narrative: THE INCURSIONS AROSE FROM A LACK OF ARPT FAMILIARITY, BAD JUDGEMENT ON THE PART OF THE TAXI PERSONNEL INVOLVED, LACK OF TRNING, WX PROBS, COM PROBS WITH GND CTL AND INSUFFICIENTLY MARKED TXWYS. CORRECTIVE ACTIONS WERE IMMEDIATE TRNING CLASSES AND MAINT MEETINGS TO REMIND PERSONNEL OF THE IMPORTANCE OF SAFETY, AND TO PASS ON PROPER TAXI OPS INFO. I BELIEVE ALL OF THE ITEMS STATED IN THE FIRST PARAGRAPH CONTRIBUTED TO THE INCURSIONS AND THE TRNING AND COM WITH GND CTL PERSONNEL WILL PREVENT THIS FROM OCCURRING IN THE FUTURE. I WOULD ALSO LIKE TO STATE THAT THE PDX TXWYS AND EXITS ARE VERY POORLY MARKED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR STATES THAT A 4 STAGE TRNING PROGRAM HAS BEEN INAUGURATED CONSISTING OF ARPT FAMILIARIZATION, RADIO USAGE (COM WITH TWR), COCKPIT SESSION AND TAXI TRAINING. BELIEVES WX CONDITIONS WERE A MAJOR PART OF THE PROB, BUT DETERMINED TO NOT HAVE SOMETHING LIKE THIS OCCUR AGAIN.
