Narrative:

With the opening of the new parallel runway, the promise was increased capacity and less delays. After the flight the other day, it may not hold true for north vs south runway operations. West/O any delays due to ramp traffic, ground took 30 mins to get us in position for takeoff. During our forced 1/2 observation of ground control, we saw: 1) traffic at a standstill for no apparent reason. 2) frequent directions to hold short of inactive runways. 3) several instances of uncoord between the handoffs of split ground controls. 4) confusion by ground of aircraft position, call signs and order. Don't know if training was being conducted, but this was the worst handling I had seen here. It was obvious that they had lost it. I hope that it's growing pains and they learn to handle routine operations so that they can work under the demands of restr visibility or an emergency.

Title: PLT COMPLAINT REFERENCING ATC HANDLING DURING TAXI FOR DEP AT CVG.

DON'T KNOW IF TRNING WAS BEING CONDUCTED, BUT THIS WAS THE WORST HANDLING I HAD SEEN HERE. IT WAS OBVIOUS THAT THEY HAD LOST IT. I HOPE THAT IT'S GROWING PAINS AND THEY LEARN TO HANDLE ROUTINE OPS SO THAT THEY CAN WORK UNDER THE DEMANDS OF RESTR VISIBILITY OR AN EMER.
