Narrative:

Descending to 23000', passing approximately 25000' got TCAS call of traffic. Target left of us 1 mi on TCAS and below us. Do not recall altitude sep indicated on TCA. Next got call of 'don't descend,' then call to climb. We climbed, then got call of 'don't climb due to traffic overhead.' missed them both. Told ATC what we had done. They said, 'don't climb;' someone was overhead. We asked about traffic on the left and ATC said, 'we have 1 descending to 22000,' and I thought he said from 23000'. Never saw the target. Don't recall what was on the TCAS. Busy reacting. Wish I could give more information. This has happened to me twice in the last month, and both times we react and are so busy we can't recall everything we actually saw, such as what was on the screen, and what the F/F showed for a safe climb rate. I think with this TCAS working we are finding out how many mistakes are being made by the controllers. Either that, or our TCAS wasn't working correctly. We would not have hit either the upper or lower traffic as they passed off side, but the TCAS gave us instructions and we followed them.

Title: FLT CREW OF MLG IN DESCENT AT APPROX FL250 HAD TCAS II TRAFFIC WARNING, THEN COMMANDS TO TAKE EVASIVE ACTION. AFTER WARNING WAS ELIMINATED, FLT CREW ADVISED ATC OF ACTIONS.

Narrative: DSNDING TO 23000', PASSING APPROX 25000' GOT TCAS CALL OF TFC. TARGET LEFT OF US 1 MI ON TCAS AND BELOW US. DO NOT RECALL ALT SEP INDICATED ON TCA. NEXT GOT CALL OF 'DON'T DSND,' THEN CALL TO CLB. WE CLBED, THEN GOT CALL OF 'DON'T CLB DUE TO TFC OVERHEAD.' MISSED THEM BOTH. TOLD ATC WHAT WE HAD DONE. THEY SAID, 'DON'T CLB;' SOMEONE WAS OVERHEAD. WE ASKED ABOUT TFC ON THE LEFT AND ATC SAID, 'WE HAVE 1 DSNDING TO 22000,' AND I THOUGHT HE SAID FROM 23000'. NEVER SAW THE TARGET. DON'T RECALL WHAT WAS ON THE TCAS. BUSY REACTING. WISH I COULD GIVE MORE INFO. THIS HAS HAPPENED TO ME TWICE IN THE LAST MONTH, AND BOTH TIMES WE REACT AND ARE SO BUSY WE CAN'T RECALL EVERYTHING WE ACTUALLY SAW, SUCH AS WHAT WAS ON THE SCREEN, AND WHAT THE F/F SHOWED FOR A SAFE CLB RATE. I THINK WITH THIS TCAS WORKING WE ARE FINDING OUT HOW MANY MISTAKES ARE BEING MADE BY THE CTLRS. EITHER THAT, OR OUR TCAS WASN'T WORKING CORRECTLY. WE WOULD NOT HAVE HIT EITHER THE UPPER OR LOWER TFC AS THEY PASSED OFF SIDE, BUT THE TCAS GAVE US INSTRUCTIONS AND WE FOLLOWED THEM.
