Narrative:

Ramp attempted to close out HZ [hazmat] on dstg [departure staging guide] with only 14 bags and 1 quick-pac to secure it. I told them they needed to add 1 bag to pit 6 to meet [company]'s hazmat requirement. Aircraft pushed at XA17. They attempted several more times to close dstg without changing anything on dstg. Of course; no success. Captain called [dispatch] and was patched thru to me. He advised he was at end of runway. At XA46 dstg was changed to show 16 bags (15 bags and 1 quick-pac) securing the HZ. ZZZ1 did an audit-per [name]. They advised only 13 bags in pit 6 securing the HZ.
