Narrative:
While taxiing out at atl; with taxi light illuminated and aircraft in motion; we were cut off by a (other carrier) baggage cart. The tug had no identifying marks visible; but the aft of the two empty baggage carts was xxxxxx. This action hindered the safe operation of my aircraft; causing us to take appropriate actions to prevent a mishap. Most concerning is that this is a very common occurrence with (other carrier) [ramp workers] in atl; making it one of the most dangerous ground operations in our system. Once out of the ramp area; ground control has a great handle on things. This was reported immediately to atlanta ground control.
