Narrative:

Mlb ground control cleared us to taxi to runway 27L. We proceeded using taxiway tango. Upon reaching the intersection of runway 22 and 27L I turned the aircraft to hold short of runway 27L. Although I knew we were to hold short of runway 27L, by the time I returned the aircraft to hold short we had xed over the edge of the runway. Tower noticed what was about to happen, told us to hold position and then cleared us onto runway 27L, position and hold. In my opinion, aside from the fact that I was not aware of the potential conflict (first time in mlb) the intersection is very poorly marked and is prone to incidents such as this. There is a sign as you leave the ramp clearly indicating the way to runway 27L via taxiway T but no markings at all indicating the actual runway 27L. Tower agrees with my opinion concerning poorly marked area and has stated that this has occurred several times before. Callback conversation with reporter revealed the following information. Discussed the reporter's complaint with the air traffic manager. He was aware of the runway 22 and runway 27L hold line problem. He has discussed the situation with the airport officials. He stated that airport management will take action to resolve the marking problem as soon as funds are obtained from the FAA. He said that he had a copy of NASA/ASRS's FYI to the mlb airport officials. He plans to discuss this letter with them today.

Title: PLT TAXIING TO RWY 27L CROSSED THE RWY HOLD LINE.

Narrative: MLB GND CTL CLRED US TO TAXI TO RWY 27L. WE PROCEEDED USING TXWY TANGO. UPON REACHING THE INTXN OF RWY 22 AND 27L I TURNED THE ACFT TO HOLD SHORT OF RWY 27L. ALTHOUGH I KNEW WE WERE TO HOLD SHORT OF RWY 27L, BY THE TIME I RETURNED THE ACFT TO HOLD SHORT WE HAD XED OVER THE EDGE OF THE RWY. TWR NOTICED WHAT WAS ABOUT TO HAPPEN, TOLD US TO HOLD POS AND THEN CLRED US ONTO RWY 27L, POS AND HOLD. IN MY OPINION, ASIDE FROM THE FACT THAT I WAS NOT AWARE OF THE POTENTIAL CONFLICT (FIRST TIME IN MLB) THE INTXN IS VERY POORLY MARKED AND IS PRONE TO INCIDENTS SUCH AS THIS. THERE IS A SIGN AS YOU LEAVE THE RAMP CLRLY INDICATING THE WAY TO RWY 27L VIA TXWY T BUT NO MARKINGS AT ALL INDICATING THE ACTUAL RWY 27L. TWR AGREES WITH MY OPINION CONCERNING POORLY MARKED AREA AND HAS STATED THAT THIS HAS OCCURRED SEVERAL TIMES BEFORE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. DISCUSSED THE RPTR'S COMPLAINT WITH THE AIR TFC MGR. HE WAS AWARE OF THE RWY 22 AND RWY 27L HOLD LINE PROBLEM. HE HAS DISCUSSED THE SITUATION WITH THE ARPT OFFICIALS. HE STATED THAT ARPT MGMNT WILL TAKE ACTION TO RESOLVE THE MARKING PROB AS SOON AS FUNDS ARE OBTAINED FROM THE FAA. HE SAID THAT HE HAD A COPY OF NASA/ASRS'S FYI TO THE MLB ARPT OFFICIALS. HE PLANS TO DISCUSS THIS LETTER WITH THEM TODAY.
