Narrative:

Climbing westbound out of sdl at 10000' MSL, 30 mi west phx, left engine lost power and begin to run rough. Assessed situation, began gradual left 180 degree turn. Called phx approach and explained situation. Asked for TCA clearance. Began slow descent. Approach called back a clearance into TCA, but said I was already in TCA. My DME indicated 28.4 mi to phx, 9400' MSL. I do not believe I was in TCA. In an emergency situation--as ATC was advised it was, although not declared--one would expect immediate identify and cleared, not reprimand.
