Narrative:

While climbing out from elp, noticed small flame between right outboard aileron and fuel tank. Decision to return was obvious--in next 5-6 mins. Shut off right fuel tank pump. Increased airspeed. Shut off right fuel feed. Secured right engine. Landed/rolled out/turned off runway as fire department arrived. Extinguished flame with burst from fire extinguisher. Landing light/tip pump wire had rubbed bare and arced to return fuel line, causing small hole and fuel spray in wing cavity. No damage to aircraft skin. Replaced fuel line and pump/local control wire. Also inspected left wing prior to return to service.

SHUT OFF RIGHT FUEL FEED. SECURED RIGHT ENG. LANDED/ROLLED OUT/TURNED OFF RWY AS FIRE DEPT ARRIVED. EXTINGUISHED FLAME WITH BURST FROM FIRE EXTINGUISHER. LNDG LIGHT/TIP PUMP WIRE HAD RUBBED BARE AND ARCED TO RETURN FUEL LINE, CAUSING SMALL HOLE AND FUEL SPRAY IN WING CAVITY. NO DAMAGE TO ACFT SKIN. REPLACED FUEL LINE AND PUMP/LC WIRE. ALSO INSPECTED LEFT WING PRIOR TO RETURN TO SVC.
